Marketing terytorialny zyskał w ostatnich latach znaczną popularność. Nawiązuje on do klasycznego marketingu z sektora przedsiębiorstw, bazującego na teorii wymiany, jednak nie przystaje już do coraz bardziej złożonego otoczenia miast i regionów. W publikacji autor objaśnił rozwój koncepcji marketingu terytorialnego na podstawie teorii współdziałania międzyorganizacyjnego. Dokonał świadomego zawężenia tej koncepcji do procesów przyciągania mobilnych czynników wzrostu do terytorium. Wymagało to zastąpienia samorządu terytorialnego jego organizacyjnym wymiarem w postaci struktur administracji samorządowej wraz z ich kierownictwem (organizacja terytorialna). W przeciwieństwie do wielu dotychczasowych ujęć, mieszkańcy zostali zaprezentowani jako udziałowcy terytorium, mający pośredni i bezpośredni wpływ na rządzenie zarówno poprzez demokratyczne instytucje sprawowania władzy, jak i procesy governance, umożliwiające im włączanie się w podejmowanie strategicznych decyzji dotyczących rozwoju terytorium. W charakterze klientów znaleźli się natomiast zewnętrzni inwestorzy, turyści i studenci rozumiani jako dysponenci mobilnych zasobów kapitału, pracy i wiedzy.
