Tytuł książki to łaciński zwrot, oznaczający: Dokąd idziesz? Odwołuje się on do słów Quo vadis, Domine? (Dokąd idziesz, Panie?), wypowiedzianych według legendy, przywołanej również w powieści, przez apostoła Piotra do Chrystusa. Akcja rozgrywa się głównie w Rzymie, podczas końcowych 6 lat panowania Nerona (63-69 n.e.), akcja epilogu – ok. 68 r. Wydarzenia pozwalające określić czas akcji to: przybycie Winicjusza do Rzymu po zawarciu pokoju z Armenią (63 r.), pożar Rzymu (64), śmierć Petroniusza (66), śmierć Nerona (68). Rzym był wówczas miastem wielonarodowościowym, bardzo zróżnicowanym. Głównym wątkiem powieści jest miłość Winicjusza i Ligii. Należą oni do dwóch odrębnych światów: Winicjusz jest patrycjuszem rzymskim, Ligia zakładniczką pochodzącą z barbarzyńskiego plemienia Ligów, a także chrześcijanką. Wątek miłosny posiada liczne zwroty akcji: ucieczkę Ligii, jej poszukiwania przez Winicjusza, próbę porwania, przemianę Winicjusza i przyjęcie przez niego chrztu, wreszcie uwięzienie i cudowne ocalenie. (https://pl.wikipedia.org/wiki/Quo_vadis) Quo Vadis: A Narrative of the Time of Nero, commonly known as Quo Vadis, is a historical novel written by Henryk Sienkiewicz in Polish. „Quo vadis Domine” is Latin for „Where are you going, Lord?” and alludes to the apocryphal Acts of Peter, in which Peter flees Rome but on his way meets Jesus and asks him why he is going to Rome. Jesus says „I am going back to be crucified again”, which makes Peter go back to Rome and accept martyrdom. The novel Quo Vadis tells of a love that develops between a young Christian woman, Ligia (or Lygia), and Marcus Vinicius, a Roman patrician. Changing the nature of the regulatory enactment by replacing the Directive with the Regulation means that the domain of personal data processing is placed under the legislative competence of EU authorities. Therefore, whereas the EU legislators’ interference with this activity of the state was limited due to the type of the Directive as a non-legislative enactment, the replacement thereof by the Regulation has caused that the provisions of the latter can be neither implemented in national law nor even interpreted by national legislators, and only in the situations described in the Regulation (recital 8 of the GDPR)4 it may be possible for national legislators to clarify more specifically or narrow down some individual provisions of the GDPR.
