Zagadnienia związane z budżetem obywatelskim są obecne w polskim samorządzie terytorialnym od około 10 lat, podczas których stał się on ważnym narzędziem kształtowania społeczeństwa obywatelskiego w wymiarze lokalnym. Główne cele monografii stanowią identyfikacja problemów związanych z funkcjonowaniem budżetu obywatelskiego w największych polskich miastach i wskazanie, w jaki sposób można poprawić skuteczność budżetu obywatelskiego w świetle aktualnych uwarunkowań prawnych.
