W parze z mianowaniem na shōguna szła absolutna władza - cesarska pieczęć i mandat. Shōgun rządził w imieniu cesarza. Cała władza pochodziła od cesarza, gdyż jego ród wywodził się bezpośrednio od bogów. Dlatego każdy daimyō, który przeciwstawiał się shōgunowi, chcąc nie chcąc buntował się przeciwko tronowi cesarskiemu, od razu stawał się wyrzutkiem, a jego dobra ulegały konfiskacie.
