Interpelacje poselskie w Sejmie Śląskim 1922-1939. Regulacja prawna i praktyka

Prawo interpelacji jest jednym ze środków kontroli administracji (władzy wykonawczej) przez władzę ustawodawczą. Stanowi ono w ten sposób istotny komponent równoważenia władz. A równowaga władz jest nieodzownym  elementem trójpodziału władzy. Podstawę materialno-prawną interpelowania stanowił art. 14 ustawy konstytucyjnej z 15 lipca 1920 roku, zawierającej statut organiczny województwa śląskiego (Dz.U.R.P. Nr 73, poz. 497), podczas gdy formalne prawo interpelowania, a więc tryb realizacji prawa materialnego, określały regulaminy sejmowe. Art. 14 ustawy konstytucyjnej stanowił, że Sejm Śląski ma prawo interpelowania wojewody śląskiego i Śląskiej Rady Wojewódzkiej. Regulaminy sejmowe  z lat 1922, 1923, 1930 i 1936  określały procedurę interpelowania w jego trzech okresach: wnoszenia interpelacji;  załatwiania interpelacji przez organy interpelowane;  sejmowej oceny odpowiedzi, udzielonej przez interpelowanych. Prawo interpelowania było prawem zespołowym, dlatego każdy z regulaminów określał minimalną liczbę podpisów interpelantów pod interpelacją:  7 (regulaminy z lat 1922, 1923); 5 (regulamin z 1930 roku); 3 (regulamin z 1936 roku).     Konfrontacja praktyki z przepisami o interpelowaniu pokazuje, że nie zawsze formalne  prawo interpelowania  było w praktyce dotrzymywane. Posłowie  czterech Sejmów Śląskich wnieśli w sumie 141 interpelacji. Największa aktywność interpelowania cechowała  dwa kluby partii robotniczych:  Polskiej Partii Socjalistycznej (potem Klubu Posłów Socjalistycznych)  i Narodowej Partii Robotniczej). Najmniejsza (3 interpelacje) -  sanacyjny Klub Narodowego Chrześcijańskiego Zjednoczenia Pracy. Z kilkunastu grup tematycznych wszystkich interpelacji, aż 45 interpelacji (31,9 %)  tworzyły interpelacje o charakterze socjalnym, stanowiąc wierne odbicie problemów społecznych Śląska: wzrastającego bezrobocia, lokautów, zwalniania pracowników, nieregularnego, czy spóźnionego wypłacania zasiłków, świętowania, świętówek, tj. pracy nie we wszystkie dni tygodnia, zawieszania płacenia rent, braku ubezpieczeń na wypadek bezrobocia itp. Książka jest adresowana do teoretyków prawa, konstytucjonalistów, administratywistów, historyków ustroju Śląska, politologów i parlamentarzystów.

Profesjologia. Nauka o profesjonalnym rozwoju człowieka

„Profesjologia” winna być ujęta pod znacznie dłuższym tytułem, jak np.: „Nauka o warunkach, procesie, wynikach i mechanizmach profesjonalne­go rozwoju człowieka”, a to dlatego, że faktyczna jej treść dotyczy głównie wymienionych składników oraz teoretycznych i metodologicznych podstaw tego rozwoju. Zdecydowałem się jednak na tytuł krótszy, żeby był bardziej frapujący i zachęcający Czytelnika do sięgnięcia po tę pracę, by pobudził do twórczego myślenia, krytyki i refleksji. „Profesjologia” składa się z dwunastu rozdziałów, bibliografii i posłowia au­torskiego, które tworzą zwartą całość treściową i źródłową nowej nauki o pro­fesjonalnym rozwoju dzieci, młodzieży i dorosłych, osób niepełnosprawnych oraz emerytów i rencistów. Rozdział 1 zawiera charakterystyczne cechy profesjologii i ich analizę. Rozdział 2 zawiera najważniejsze informacje o pracy ludzkiej jako podsta­wowym warunku istnienia i profesjonalnego rozwoju człowieka. Rozdział 3 zawiera podstawowe informacje o profesjonalnej pracy człowieka. W roz­dziale 4 przedstawiłem teoretyczne podstawy profesjologii jako nowej na­uki. Rozdział 5 zawiera wyróżnione i opisane typy i metody naukowych ba­dań, z wyraźnym wyróżnieniem typowych metod profesjologii. W rozdzia­le 6 przedstawiłem opis warunków profesjonalnego rozwoju na tle ogólnych zmian rozwojowych człowieka. W rozdziale 7 przedstawiłem proces profe­sjonalnego rozwoju dzieci, młodzieży i dorosłych. Rozdział 8 zawiera opis wyników profesjonalnego rozwoju. Rozdział 9 poświęcony jest metodom stymulacji profesjonalnego i postzawodowego rozwoju dzieci, młodzieży i dorosłych, szczególnie seniorów. Rozdział 10 zawiera wyniki badań pro­zawodowych marzeń dzieci jako przykład twierdzenia, że już dzieci wieku przedszkolnego posiadają swoją preorientację dotyczącą wyboru zawodów i pracy ludzkiej; postzawodową ogólną aktywność seniorów oraz aktywność twórczą. Rozdział 11 to pomocniczy słownik profesjologiczny jako przy­kład wyróżnionych i zdefiniowanych wybranych terminów. Rozdział 12 jest potraktowany jako pomocniczy test ćwiczeniowy, przeznaczony głównie dla studentów pedagogiki i psychologii przygotowujących się do egzaminu z przedmiotu profesjologia.

The Ecological Role of Abandoned Agricultural Lands in Buffer Zones Around Landscape Parks in the Łódź Voivodeship

The publication presents an evaluation of the ecological role of abandoned agricultural lands which exist around the seven landscape parks in the Łódź Voivodeship. In thirty-nine land abandonment study plots, arranged into thirteen groups, agrophysical and agrochemical analyses were conducted as well as phytosociological and mycological inventorying, in order to determine the relationships between the vegetation and macromycetes fungi and the abiotic features of the natural environment. The role of geocomplex potential, the influence of adjacent urbanised areas and the development of touristic functions in rural areas were demonstrated in the spatial pattern of abandoned lands. The research revealed a high diversity of vegetation, flora and macromycetes fungi, vulnerability to the impact from the neighbouring habitats and the importance of abandoned lands as refugia of species which enrich the biodiversity. At the same time, attention was drawn to invasive plant species of non-native origin, which may pose a threat to the natural phytocoenoses of protected areas.
