Udział podmiotów zewnętrznych w procesie stanowienia prawa budzi jednak wśród komentatorów sceny publicznej nieustanne spory i kontrowersje. Praktyka lobbingu podważa tezę, że instytucjonalizacja „wywierania wpływu na władzę” w bezpośredni sposób redukuje negatywne efekty społeczne tego zjawiska. Niniejsza publikacja stanowi próbę wyjścia poza obszar badań porównawczych w kierunku spojrzenia na zjawisko lobbingu poprzez cele, motywacje i reguły zachowań podmiotów współuczestniczących w procesie dochodzenia do decyzji publicznych.
