Vance meets her when she interacts with nature, and then again in a trendy restaurant where her brother plays an important role. For a moment, her mother appears, a gentle, faded lady who turns out to be as sharp as Gracie.

Czytelnik znajdzie tu rozdziały poświęcone wybranym, istotnym problemom jednostek samorządu terytorialnego i ich ustroju. K. Bandarzewski analizuje tu „Nazwy jednostek samorządu terytorialnego”, M. Gubała „Upoważnienie ustawowe do wydawania rozporządzeń dotyczących tworzenia gmin…”, B. Dolnicki „Jednostki organizacyjne gmin”. Kolejne rozdziały poświęcone są regulacji zasad tworzenia jednostek pomocniczych gmin w badanych statutach (M. Stych), zasadom i trybowi wyboru oraz odwołania organu wykonawczego gminy (K. Płonka-Bielenin). T. Moll analizuje „Upoważnienia w świetle art. 39 ustawy o samorządzie gminnym”, M. Gurdek zaś „Obowiązek złożenia przez wójta i radnego oświadczenia majątkowego na dwa miesiące przed upływem kadencji”. K. Kliś analizuje status prawny marszałka województwa („Marszałek województwa jako organ samorządu województwa?”), P. Chmielnicki zaś relatywnie nową instytucję prawną rad seniorów („Gminne rady seniorów. Zarys wątpliwości badawczych”). E. Ura prezentuje natomiast dwudziestopięcioletnią historię ewolucji straży gminnych i miejskich („Straż gminna (miejska) – co zmieniono w regulacjach prawnych na przestrzeni 25 lat (kilka uwag)”; w podobnej konwencji o SKO pisze W. Pęksa („Historia pewnej instytucji – jak przebiegał proces ewolucji zadań i funkcji samorządowych kolegiów odwoławczych w świetle ustawodawstwa regulującego ich status”). Część tę zamyka opracowanie Ł. Jurka i B. Przywory „Konwent delegatów samorządu lokalnego w województwie w świetle prezydenckiego projektu ustawy samorządowej – próba oceny”). W momencie przygotowywania niniejszego tomu do druku toczyły się prace legislacyjne związane z tzw. ustawą metropolitalną. Przypomnieć można, że dyskusje o potrzebie i kształcie takiej ustawy, regulującej ustrój, zadania i kompetencje samorządu w wielkich miastach, toczyły się od wielu lat. Powstawały wówczas również różne projekty tego rodzaju regulacji prawnych. Sejm RP w ostatnich godzinach ostatniego dnia swojego ostatniego posiedzenia w mijającej kadencji uchwalił „ustawę metropolitalną”. Stąd też nie było możliwości dokonania analizy i oceny tej nader istotnej dla ustroju samorządu terytorialnego ustawy w ramach niniejszego tomu. Część III zatytułowana została „Wybory samorządowe 2014 r.” W części tej zawarto dwa rozdziały autorstwa M. Borskiego: „Agitacja wyborcza w miejscach niedozwolonych – kilka uwag w kontekście samorządowej kampanii wyborczej” oraz „Państwowa Komisja Wyborcza po wyborach samorządowych 2014 r. – wybrane zagadnienia”, a także rozdział autorstwa M. Półtorak „Udział kobiet w wyborach samorządowych 2014 r. na przykładzie województwa śląskiego w świetle rezultatów krajowych a efektywność kwotowego dyskursu”.

W publikacji przedstawiono rodzinę Jeńskich w ujęciu genealogicznym oraz w sposób syntetyczny ukazano jej miejsce w województwie mińskim i całej prowincji litewskiej. W szczegółach opisano udział członków rodziny na sejmikach ziemskich i na sejmach oraz ich zaangażowanie w trybunałach. W publikacji przybliżono również życie społeczno-publiczne województwa mińskiego, z uwzględnieniem wzajemnych zależności i koneksji rodzinnych najważniejszych tamtejszych rodów. W tym kontekście pokazano sposoby osiągania sukcesu na drodze publicznej posługi, ale też polityczne meandry życia publicznego na Litwie.
